Fallout 4 mods are not exclusive to PS4 and Xbox One. You can indeed mod Fallout 4 on PS5. The process is exactly the same as on PS4 and Xbox One. If you already modded your game on last-gen consoles, then modding Fallout 4 on PS5 will be very easy for you.
First, you need a Bethesda.net account to use mods. If you don’t have one, head to the Bethesda.net website and make a new account. Start Fallout 4 on your PS5 and choose Mods from the main menu. Log in with your Bethesda credentials and give the game a moment to connect.

Once logged in, you can scroll through the mod library or use the search bar to find what you want; such as Guns, armor, quality-of-life fixes, and more.
Note: Mods on PS5 are free, but are limited compared to PC because Sony only allows mods that use base game assets (no external scripts, textures, or audio files).

Download Mods
Pick a mod to see pictures, a short write-up, and what other players thought. To grab it, just press Download; after that, check the Load Order tab to make sure the mod is switched on.
Load Order Settings
Some mods need to load in a certain spot for everything to work right. Open the “Load Order” screen and drag mods up or down as guided-usually, anything changing core mechanics should sit toward the top.
When you’re done, back out to the main menu and start a new game or load an old save. The mods will be running, adding their changes right away.
On PS5, mods load from top to bottom, load order matters. Here’s a general structure based on console best practices:

Put performance and quality-of-life mods at the very top of your load order. After those, add environment and NPC mods so they load in the right order and don’t clash with core game mechanics.
Next, place exploration and new content mods side by side. This way, new areas and quests appear where they should, without being blocked by other files.
Settlement and home-builder mods should sit right below the new content. Loading them here helps prevent any drama between changes to towns or housing.
Gameplay overhauls go at the bottom of the list because they need to apply their tweaks last.
